History

        With a vision to create a more responsive and efficient Air Force, LT GEN HORACIO S TOLENTINO AFP, Commanding General, Philippine Air Force instigated various organizational reforms during his incumbency.  Along with these, is a desire to effectively address the growing needs of the organization’s military and civilian personnel. After several studies, discussions and consultations, the idea of coming up with a personnel management center transpired. Hence, the creation of a “one-stop-shop” center that would properly cater these needs – “from womb to tomb”- was born.
